Can
mining industry codes replace government regulations?
This is an insightful
and important article. This is definitely the time to debate these topics.
I don't think is
is a matter of codes replacing government. The two must be integrated.
The problem the Mr. Sullivan has layed out hit the mark. But we should
remember that oversight can never happen in the absence of incentive
to do so.
