Fishing and tourism development on the island of San Andrés until recently was 'controlled' by its parent state – mainland Colombia. This has resulted in unsustainable exploitation of natural resources and over-population. More than 73,000 people now live on 27km² of land. The island has been designated as a United Nations Biosphere Reserve, which offers possibilities for the local management of marine resources © Sandy Kerr, 2000
