The impact of new information and communication tools on development has been a subject of extensive international debate. But while much of the debate has focused on the Internet, many development planners and practitioners have begun to realise that it is to traditional media, such as radio, that poor people are most likely to turn for access to information and voice. id21 hosted an email discussion on community radio for development focusing on three topics:
  • The enabling environment, including policy frameworks, legislation, regulation, funding, technical aspects, advocacy and implementation strategies for media reform.
  • Sustainability, including financial, social and institutional aspects and the relationship between sustainability and social impact.
  • Assessing social impact, including measuring effectiveness and ensuring community participation.

A final report has been prepared, summarising the debate, conclusions and recommendations. It is available online and in hard-copy, free of charge.
